Civic Strategy & Policy Team

The Civic Strategy & Policy team leads the Chamber’s engagement and advocacy at the intersection of government, public policy, and major civic initiatives. It includes the Chamber’s Government Affairs & Advocacy work, the Center for Research & Data, civic initiatives, and the Chamber Foundation. We convene business and civic leaders with key decision makers to advance policies that ensure Cincinnati is a growing, thriving region where everyone belongs.

Pete Metz serves as Vice President of Civic Strategy & Policy at the Cincinnati Regional Chamber, where he leads the organization’s external strategy at the intersection of business, civic, and public leadership. He oversees the Chamber’s Government Affairs & Advocacy team, the Center for Research & Data, and the Chamber Foundation, aligning these efforts to advance regional priorities like transportation, housing, infrastructure, and economic development.

For nearly a decade, Metz has helped spearhead the business community’s leadership on transportation, successfully advocating for local, state, and federal policies that have delivered hundreds of millions of dollars for projects such as the Brent Spence Bridge, Western Hills Viaduct, record transit funding, and the CROWN trail network. He also served as a senior advisor to the landmark Move Forward campaign, Hamilton County’s first successful transportation levy.

Metz previously worked as Chief of Staff to Cincinnati Vice Mayor David Mann and in Washington, D.C., on federal transportation and energy policy. He lives in Clifton with his wife, Becca, and their two daughters.

Kendra serves as Government Affairs Manager, Civic Strategy & Policy, leading advocacy, public policy, and stakeholder engagement efforts that advance the Chamber’s priorities. She oversees legislative and regulatory monitoring, policy analysis, government relations, and advocacy initiatives focused on key business and community issues.  Working closely with elected officials, community leaders, and business stakeholders, Kendra helps strengthen connections between the business community and policymakers while supporting strategic communications, policy development, and Government Affairs programming.

A graduate of the University of Cincinnati, Kendra earned her BA in Political Science, graduating Cum Laude, and holds a certificate in Public Relations. Originally from Carmel, Indiana, Kendra fell in love with Cincinnati and all the city has to offer during her college years, making it her home.  When she’s not cheering on her favorite football teams with her fiancé, Todd, Kendra enjoys exploring Cincinnati’s many parks, hunting for unique finds while thrift shopping, and diving into a good book. She loves discovering new reading spots around the city, whether it’s at a park or a cozy café.

Emily is our Director of the Center for Research & Data. She leads the Cincinnati Chamber’s research initiatives, driving data-informed decision making that supports civic leadership, policy development, and regional competitiveness across the Cincinnati region. Prior to joining the Cincinnati Chamber, Emily served as Research Manager at The Columbus Partnership where she led economic and labor market analysis to support regional economic development. Earlier in her career, she worked in consulting and public service roles focused on comprehensive planning and public policy at both the local and state levels. Emily holds a Master’s degree in City and Regional Planning from The Ohio State University, is an AICP-certified planner, and an Ohio Certified Economic Developer. Outside of work, Emily and her husband Andrew enjoy running and spending time outdoors with their three children and dog.

Sabina is a Research Manager with our Center for Research and Data. She is a lifelong Cincinnati resident, born and raised in Walnut Hills. She is a recent graduate from Ohio University, where she received a Bachelor of Arts in Political Science with a minor in Spanish. During her undergraduate studies, Sabina completed a thesis on Ukrainian refugee reception, where she conducted research in Poland. In her free time, she enjoys traveling, cooking, reading, and spending time with friends and family.

Emily is our Director of Government Affairs and Advocacy, where she leads the Chamber’s state and federal advocacy and oversees the day-to-day operations of the Government Affairs & Advocacy team. She is a proud graduate of The Ohio State University with bachelor’s degrees in public policy and criminology.

Emily brings seven years of experience working in Washington, D.C., as a staff member in the United States Congress. Most recently, she served as Deputy Chief of Staff to Congressman Mike Carey (Columbus), where she led the Congressman’s economic and health policy portfolios. Prior to that, she held several roles in the office of Senator John Thune.

Emily is an avid sports fan who spends her weekends cheering on the Buckeyes and the Bengals with her husband, Luke.
