What Is the Ohio Bureau of Workers’ Compensation (BWC)?

The Ohio Bureau of Workers’ Compensation (BWC) is the state agency that administers workers’ compensation coverage for Ohio employers. Ohio operates under a monopolistic workers’ compensation system, meaning most employers obtain coverage directly through the BWC rather than a private insurance carrier.

BWC provides insurance that covers medical treatment and lost wages for employees who are injured or become ill due to their job. In exchange, employers receive protection from most employee lawsuits related to workplace injuries.

How BWC Helps Ohio Employers

In addition to providing coverage, the BWC offers programs and services designed to help employers manage risk, control costs, and improve workplace safety.

Cost-Saving Programs
BWC offers several premium-reduction options, including group rating and group retrospective rating programs, which reward employers for strong safety performance and effective claims management.

Safety Resources and Incentives
Employers can access training, consultation services, and safety grants aimed at reducing workplace injuries and improving compliance.

Claims Management
BWC oversees the claims process, ensuring injured employees receive appropriate care while employers operate within a regulated, structured system.

Return-to-Work Support
BWC encourages return-to-work and rehabilitation programs that help employees safely resume work, reducing claim duration and costs.

How Sheakley Helps Employers Navigate the BWC System

Managing workers’ compensation through the BWC can be complex. As a Third-Party Administrator (TPA), Sheakley serves as the day-to-day partner between employers and the BWC.

Sheakley helps employers:

  • Communicate and coordinate with the BWC
  • Manage and monitor claims for accuracy and cost control
  • Identify and enroll in cost-saving programs
  • Improve safety performance and compliance
  • Develop strategies to reduce long-term workers’ compensation costs

By actively managing the relationship with the BWC, Sheakley helps employers move beyond basic compliance to achieve better outcomes and more predictable costs.

Take the Next Step

If you’re unsure whether you’re maximizing your opportunities within the Ohio BWC system, or simply want a clearer understanding of your current program, Sheakley can help. Contact Sheakley for a complimentary review to see how proactive BWC management can support your business today and in the future.
